topper shutt is here. we are are expecting more black ice, and when will the temperatures finally get above freezing? >> it will be colder here tonight, lesli. temperatures here are below freezing, and there's black ice everywhere. 32 downtown with 27 in gaithersburg, and 28 in manathes. we are still cold enough for some black ice, and i think it will take the early afternoon to get everyone above freezing, and by 1:00, 40 downtown, 36 in frederick, and 36 also in alani, and 38 in silver spring, and about 41 in la platta. we will come back and talk about the next storm, and the next storm we are tracking is not a snowstorm. it's hard enough to get

around the postblizzard conditions, but just imagine what it's like in a wheelchair. >> one advocate says he's been trapped for a week and finally made it outside, and ellison barber was there as he tried to navigate the streets of dc. >> it's very interesting what people consider a clear sidewalk. i'm not saying people with a disability should never be inconvenienced, but i'm unable to get food if i need extra food. >> reporter: ian watlington has spent his entire life in a wheel care, and he's used to navigating a world that doesn't accommodate him, but it's a bigger challenge. >> a lot of people who use motorized wheelchairs, they are several hundred pounds. try to move it on ice, and it's a very dangerous situation. >> reporter: from bus stops to sidewalks to crosswalks, snow

is everywhere. where you can step, people in a wheelchair get stuck. for a week he has not been able toe go to work. normally he takes the metro, but he can't get there. >> the majority of the curb cuts that allow me to cross streets and get into the crosswalk are blocked or even the crosswalk are blocked by the piles of snow. >> reporter: he says it's frustrating and dangerous, but mostly he sees it as unacceptable. >> we are tired of being the afterthought of officials after the storm and thought about after all the main things are done, and we have greater expectations for the nation's capital. >> reporter: in northwest, i'm ellison barber, wusa 9. >> when asked about some of these issues, a spokesperson said.

-- they are making progress. the snow left a lot of you cooped up for the last few days. >> you're probably ready for the weekend, no surprise for that, but if you plan to be out and about, expect challenges. mola lenghi has what we need to look out for tomorrow. the week send here. >> reporter: the week send here, lesli, folks around arlington are out and about trying to get an early start to the weekend, trying to return to some sense of normalcy, i would say, and this weekend could be a step in the right direction, it seems like we are not quite there yet. >> reporter: some have dealt with it better than others. >> this is really not that much snow to be honest with you. >> reporter: it's one of the worst dc storms on record, that's all, but folks who spent the last week buried, canceled,

delayed and prisoners in their own homes are ready for a break. people seem to be ready to get back outside and enjoy the weekend. >> it's not hindering the weekend. >> still a lot of snow on the ground, and there will be a lot of crews working. >> i will work around it. >> to get things back to normal now. >> it's a lot better. >> a lot better? >> for sure. >> better but not perfect. road crews are working on that. keep an eye for work trucks all over the roads, on highways, shoulder, exit ramps, cleaning up the lanes narrowed by snow banks, and chipping away at the pounds piling up on every street corner. >> stay off the roads. walk everywhere. >> reporter: not a bad idea, but just know some sidewalks

remain buried. same story for the bike lanes. for the most part, bike trails look manageable. metro is fully manageable, and the monuments are accessible. most public services are back to normal, but parks, playgrounds, and athletic courts are case-by-case. some better than others. >> reporter: you know, you can't emphasize it enough, if you do run into any problems this weekend it will likely be the roads and sidewalks. those remain and continue to be the problem spots throughout the dmv, and if you're going to be out and about, give yourself extra time, and record hazardous and problematic areas as you run into them, and obviously you want to be careful and watch out for the black ice that continues to be there. >> mola it's your turn to go in from the cold. thank you! perhaps those who are most happy the city is back up and running are those bruce springsteen fans no surprise the boss is an excellent cure for cabin fever. >> his concert at the verizon center is trending like crazy right now. let's look at what you're sharing. >> zach said this little cutie

are increasingly the breadwinners at our households. >> the labor department has been directed to collect data from federal contractors about what they pay employees. the information will be used to investigate companies for failing to pay workers fairly. the first reports are due in september 2017. families who lost a loved one to gun violence are lashing out at a gun deal reached by the governor of virginia and republicans who control the general assembly, and gun rights activists are calling it a historic compromise. here's what the governor got. it will be illegal for people under 2 had-year protective orders to possess a gun, and state police will be present at gun shows to perform background checks for private sellers who want them. >> we will now have state police in every single gun show in virginia. right now you go to a gun show,

a consumer alert tonight from a texas woman who nearly died trying to remove her nail polish. 9 months ago she was badly burned when the vapors from her nail polish remover were ignited by a candle, and now she is telling her story, hoping to help others. >> i'm going to win this time. >> reporter: meet brittany smith today, and you will find she carries her scars like a badge of honor. >> oh, i look good! >> reporter: that optimism was hard won. >> it was a horrible experience to go through. >> reporter: last april she was home alone, taking off her nail polish with a bowl of acetone and a lit candle on the other side of the drr.esse >> these two were nowhere near close. >> reporter: but the vapors from the acetone ignited, jumping to her clothes. >> i was completely covered

from here to my knees. >> reporter: by the time she got out, she had third degree burns on 30% of her body. >> all i can remember was screaming jesus help me! please help me! i thought i was really going to die. >> reporter: she went through months of painful recovery, nightmares, and shame. >> i felt like i was hideous, like a monster, and i didn't want people to see me. >> reporter: today she is speaking out to warn about the dangers of flammable chemicals and to inspire other burn victims. >> yes, recovery is hard, but in the end, you can get through this. >> reporter: brittany is planning to become a nurse in a burn center, and she's expecting her first baby. fire officials say it's important to never have an open flame in the same room as any flammable chemical. as we just saw, even the vapors from the liquid can be dangerous. >> scary. not something you think about.

in montgomery county, a former wooten high school student made his first court appearance on charges he killed a drunk driving accident. sam ellis has been charged with homicide by motor vehicle while under the influence. two 18-year-olds died in the crash last june. in prince george's county, crews repaired a 24-inch water main that broke this morning in bowie. look at how all the water turned mitchellville road into a river. so far this month, the wssc has responded to 313 water main breaks, and it's only going to get worse with the freeze and thaw cycle causing the only pipes to break. in fairfax county, look at this big old st. bernard rolling around in the snow today. that's a far cry from the situation he was in a week ago tonight. milo went after some geese and fell through the ice.

first responders for fairfax city and county put on special ice suits, waded into the icy water, and they saved milo. today his owner, yolando and mark wiltman thanked the rescuers who came to his rescue. >> words cannot even convey the gratitude we feel for them. now we have him. >> we would have lost him. >> firefighters say the family did the right thing by calling 911 and not trying to rescue their beloved sweet dog there on their own. >> coyotes, well, they can be pretty intimidating if you encounter them in the wild. >> it can be even worse when they are tripping, for real. coyotes tripping on psychedelic mushrooms. in northern california they have an interesting problem. they are jumping into the middle of the highway, and the coyote will stare at you, give your car a sniffdown and go

running back into the brush. officials don't believe it's rabies, but there's freaky freaky shrooms in the area, and that apparently explains the strange and aggressive behavior. >> what kind of psychedelic thing? >> freaky, freaky shrooms! [ laughter ] he was looking for the phish concert. i encountered coyotes in arizona. >> i had one in my backyard, and he didn't care. i was on a tractor, and he didn't care. so far so good, but gibby is tough. >> as long as he doesn't get into the mushrooms. >> we don't want gibby to be tripping. let's talk about the 3- degree guarantee. i was worried.

i lowered the number last night to what i thought it was a reasonable number at 41, and we made it, 43 was the high. we were 2 off. i lowered tomorrow's number from 47 to 44, and i hope that's also a good move. a live look outside, and the weather cam, down to 32 in the city. mainly the 20s in the suburbs. winds are calming down, west, northwest at 8, and they will switch and become more south westerly tomorrow, and that will help to bring up the milder air for the weekend and next week. a chilly start, and excuse me a cold start and chilly finish tomorrow. milder on sunday, and we are back into the 50s, and mild to warm on sunday, monday, tuesday, and wednesday. wednesday, we are tracking, yep, not a snowstorm, but a rain and thunderstorm possibility, with the temperatures in the 60s. we hope most of the snow can get away from the storm drains. i think about an inch will fall on wednesday. we have teens. these are not windchills. 19 in gaithersburg, and 17 also in fairfax, and 20 in silversprings, and by 9:30, primarily in the 20s. 28 in culpepper, and 22 in

haggerstown, and 27 in winchester, and 1:00, we are getting somewhere. upper 30s in the suburbs, and 39 in cumberland. 6:00, 40 downtown, and i think tomorrow night, inside of the beltway, temperatures will not make it below freezing, and that's the good thing. no black ice if in town. martinsburg, once again, temperatures in the upper 30s, and not as cold tomorrow night as tonight. day planner, starting in the 20s, and teen in the suburbs on saturday. 37 at 11:00, and 42 with the sunshine by 1:00. the next 3 days, milder on sunday, 54, and milder on monday, and 56, the cold front will roll through late in the day. the next 7 days, and the temperatures dr a bit, a scosh, and back in the 60s and rain on thursday, and then back to winter on friday. >> winter is canceled for just

nhl all star weekend is upon us, and the capitals' head coach is returning to his old stomping ground in nashville as he will head up the metropolitan side of the all star game on sunday after. they have had a great season so far under him. the most wins in the league, and right now you could argue the favorites to hoist the cup this summer, but there's a long ways to go. his second year after many years in nashville, and the caps flourished and he will get to see his old players playing in the game this weekend, and this is nice to be back in nashville under these circumstances. >> it's special to me to be a part of it. i'm having fun, and last year was an emotional one, i think, the first time back, and the emotion is gone, and it's just about having fun and seeing how
